Section 206(1)(f) of Canada's Criminal Code exempts trade promotions and sweepstakes from gambling law, provided a free alternative entry method exists and no purchase is necessary to win.

Every compliant sweepstakes casino provides at least one free method to obtain Sweep Coins: welcome bonus, daily login, mail-in entry, or promo codes. Crown Coins offers all four methods.

No Provincial Licence Needed

The federal exemption covers all provinces. Sweepstakes platforms do not need Ontario's AGCO licence, Quebec's RACJ approval, or BC Lottery approval โ€” because they are not gambling operators.

Why Ontario Is Not a Special Case

Ontario is Canada's largest province and launched a regulated private iGaming market in April 2022 through the Alcohol and Gaming Commission (AGCO). Several major real-money operators โ€” BetMGM, DraftKings, PointsBet โ€” are licensed under this framework and offer real-money casino games to Ontario residents. This sometimes creates the misconception that only AGCO-licensed operators can offer online gaming in Ontario.

This is incorrect. AGCO's framework applies to real-money gambling services. Crown Coins Casino, Pulsz, McLuck, and other sweepstakes platforms do not offer real-money gambling โ€” they offer free-to-play sweepstakes promotions. The AGCO has not taken regulatory action against any sweepstakes casino operating in Ontario. As of March 2026, Crown Coins has served Ontario players for over 3 years without regulatory restriction.

Quebec: The Loto-Quรฉbec Myth Explained

Quebec's Loto-Quรฉbec operates an exclusive monopoly on online gambling through Espace-jeux.com. This monopoly is frequently cited as evidence that sweepstakes casinos cannot operate in Quebec โ€” an interpretation that is legally incorrect. Loto-Quรฉbec's statutory monopoly covers "lawful" gambling activities licensed under Quebec law. Federal sweepstakes promotions are exempt from Quebec's gambling licensing regime under the same Criminal Code provision that operates in every other province.

Quebec's Consumer Protection Act (CPA) adds additional requirements for trade promotions in Quebec โ€” including French language disclosure and prize value disclosure rules. Crown Coins addresses this through bilingual app and site support and clear prize value disclosure. Quebec players 18+ can register and play, and the estimated active Crown Coins Quebec player base is over 95,000 as of Q1 2026.
